Battle underway to third most powerful position in Texas politics

A stand-off is ongoing for the third most powerful position in the state of Texas after Speaker of the Texas House Dade Phelan announced he would not seek re-election. NBC 5’s Phil Prazan reports two competing factions of lawmakers aim for the job.
