A Dallas judge will decide Friday whether a girl who intentionally drowned a baby in a bowl of water at age 14 should be set free or serve the remainder of her 40-year-sentence in prison.The girl, now 18, has spent nearly three years in a juvenile detention center after carrying out her plan to kill 2-month-old Justice Hull at the family's apartment in Red Bird.
